their proparation must entail locally. I have accordingly
decided that these reports may now be dispensed with and
regarded as replaced by the quarterly tolographic advices
required by my circular telegram of the 22nd November, 1946.
3. In greeing to the introduction of this change in
procedure I should perhaps take this opportunity to stress
the continued need for care and accuracy in the preparation
of figurs of schume requirements so as to ensure that the
issues acally made on the basis of the figures furnished
in the tol grams approximate reasonably closely to the actual
position disclosed at the end of the particular accounting
period. In this connection it should pointed out that
the telegrams requesting issues do not always clearly
indicate the amount required. The intention of paragraph 5(5)
(c) and (d) of my unnumbered circular telegram of the
8th February, 1944 was to indicate the gross expenditure on
schomes after doduction of receipts properly creditable to the
scheme. Paragraph 5(e) was intended to indicate the total
estimated expenditure ranking for re-imbursement against the
scheme in cases where the grant covered a proportion only of
the expenditure. In order to avoid cmbiguity in future, and
also to provide a check on the figures required of paragraphs 5(b)
(c) and (d), I should be grateful if the form of the "issue"
telegram conld be amended to show in all cases gross
expenditure after deduction of receipt creditable to scheme
under (b) (c) and (d), and the total estimated expenditure
ranking for re-imbursement under (e).
2. In order to facilitate the issue arrangements in
the Colonial Office it is particularly important to observe
the requirevats as regards dates of submission of the
telegraphic information sut out in paragraphs 4 and 5 of my
telogram
